In a prepared statement, board president Charles Emery said that Witt, who retired as Coppell's city manager in 2008 and became DCTA's interim president on March 9, proved to be a strong leader. The board also voted to end the employment contract of Scott Neeley, who had been with DCTA for four years. Most recently, he served as executive vice president of rail development, having previously served as the chief operating officer. The board will seek experienced candidates to guide the program through the next phase. The project also includes a pedestrian/bike path, improved drainage and sound walls.
